JobKeeper - The Basics


See this ATO Link for details about JobKeeper. JobKeeper is an employer subsidy. Any payments you make are simply income in the hands of your employees.


As per the ATO Web site, you need to check that your are eligible, that you pass the Turnover test, and you need to get eligible employees to sign a JobKeeper Employee Nomination Notice.


There are 3 Steps to receiving JobKeeper payments from the Government. These are:


ENROL - use the ATO's Business Portal to enrol - available from 20 April 2020 - you must Enrol by 30 April 2020 to claim for Fortnight 01 or Fortnight 02

NOTIFY - use one of 3 options (including STP Creator) to notify the ATO which employees are eligible and the START Fortnight

MONTHLY DECLARATION - use the ATO's Business Portal to confirm claim details - available from 4 May 2020

The ATO have provided a JOBKEEPER Extension FactSheet for software developers - much of the information in the Help Articles below is based on this FactSheet. If you need more details than is in the Help Articles, have a look at the FactSheet. This includes information about TIER codes and Fortnights for Extension 1 and Extension 2.

You should instead refer to the information available (or not available) on their website.



Single Touch Payroll and JOBKEEPER


STP Creator (and any STP enabled software) can be used for one or two purposes when it comes to JobKeeper:


STP enabled software cannot be used to ENROL, nor to provide the MONTHLY DECLARATION.


Scenarios


1. Not Eligible

If you are not eligible for a JOBKEEPER subsidy, nothing changes with how you use STP Creator - there is no need to continue with this JOBKEEPER section.



2. Eligible - Not Required to make TOPUP Payments - Quarterly STP Reporter

If you are eligible for a JOBKEEPER subsidy, and you are a Quarterly STP Reporter and you are not required to make TOPUP payments, nothing changes with how you use STP Creator - there is no need to continue with this JOBKEEPER section. Use the Business Portal to NOTIFY. Follow the ATO JobKeeper Guide for employers not reporting through STP (even though you do report normal payroll through STP).



3. Eligible - Required to make TOPUP Payments - Quarterly STP Reporter

If you are eligible for a JOBKEEPER subsidy, and you are a Quarterly STP Reporter and you are required to make TOPUP payments, these Help Articles explain how to setup to report JOBKEEPER-TOPUP Payments:


MYOB® user - reporting TopUp payments

Non-MYOB® user - reporting TopUp payments


As you are a Quarterly STP Reporter, you cannot use STP to NOTIFY who are eligible employees as your notification will arrive too late - you must NOTIFY using the Business Portal - follow the ATO JobKeeper Guide for employers not reporting through STP (even though you do report normal payroll through STP).



4. Eligible - Not Required to make TOPUP Payments - Using Business Portal to NOTIFY

If you are eligible for a JOBKEEPER subsidy, and you are not required to make TOPUP payments, and you will be using the Business Portal option to NOTIFY, nothing changes with how you use STP Creator - there is no need to continue with this JOBKEEPER section.



5. Eligible - Required to make TOPUP Payments - Using Business Portal to NOTIFY
